Q 6. I am a student, how can I be a part of UBA?

Ans. Any student of Higher Education Institutions in India can be a part of UBA. Please reach out to the UBA cell or UBA Coordinator in your institution for you can join UBA. If your college/university/institution has not yet enrolled for UBA, please reach the head of the institution to get it listed under UBA. For more information, please visit the UBA Website

Q 7. Is it mandatory for every Higher Education Institution to join UBA?

Ans. It is up to the institution or as per the guidelines issued by UGC and AICTE for the institution.

Q 8. What are the eligibility criteria for joining Unnat Bharat Abhiyan?

Ans. To join UBA,

  • The college must be a Higher Educational Institution of India.
  • The Higher Educational Institution must have an AISHE Code.
  • The Higher Educational Institution should be willing to be involved in rural development activities.
  • The Higher Educational Institution should be willing to identify at least 5 villages in their vicinity.
  • The Higher Educational Institution should have at least 2 faculty members willing to be involved with development activities in rural areas.
  • The UBA Joining application received shall be ranked on the basis of selection criteria setup by the ministry. The institutions that meet the eligibility criteria, will be selected under UBA.

Q 9. What is the National Coordinating Institute (NCI)?

Ans. The Indian Institute of Technology Delhi (IIT, Delhi) has been designated as the National Coordinating Institute (NCI) for the UBA scheme.

Q 10. What is the role of the National Coordinating Institute?

Ans. The NCI has the overall responsibility of monitoring and effective execution of the Unnat Bharat Abhiyan programme.

Q 11. What are the Subject Expert Groups (SEGs)?

Ans. The Subject Expert Groups or SEGs are the institutions that have been appointed by the UBA for providing operational expertise sought by the institutions engaged in rural work SEG

Q 12. What are the roles and responsibilities of Subject Expert Groups?

Ans. The responsibilities of SEGs are:

  • To support PIs through a group of experts in their respective subject areas.
  • Preparation of the compendium of relevant technologies.
  • To evaluate the submitted proposals.

Q 13. What is the Regional Coordinating Institute (RCI)?

Ans. Regional Coordinating Institutes are the regionally located nodal centres for facilitating, guiding and monitoring the UBA networks in their respective regions. Read more.

Q 14. What is the role of RCI?

Ans. The RCI will manage and motivate all the Participating Institutions (PIs) in their regions to perform UBA activities in their clusters. They will be responsible for grooming the other PIs and conducting Orientation Workshops and Capacity Building training for their PIs. Here’s the list of all RCIs.

Q 15. What is a Participating Institute (PI)?

Ans. Participating Institute or PI is the institute that has registered under the UBA programme and is the one who is adopting villages. The PI is the one who interacts with the villagers and works on the field. Read more

Q 16. What is the role of the Participating Institute?

Ans. The responsibilities of Participating Institutes (PIs) are:

  • The Participating Institute will adopt at least five villages in consultation with the District Collectors for the development activities under the UBA.
  • Participating Institutions are expected to do field studies, study the implementation of the Government schemes, and facilitate their better implementation so that they meet their objectives best.
  • PIs should engage interested faculties, students, NSS and other bodies of the institutes engaged in community activities.
  • The selected PIs will work with State Government, district authorities / PRIs / other institutions and non-governmental bodies, for arriving at suitable solutions for improving the social and economic well-being of the rural communities.

Q 17. Where can we find the UBA Survey App?

Ans. The UBA Survey App can be installed from Google Play Store for Android devices.

Q 23. How to change the adopted village(s)?

Ans. Please raise your query on the Support portal at UBA website (blue coloured tab, near to the scroll bar on the UBA website) with the following requirements.
On the letterhead of the institution, please write the village(s) name you want to change, addressed to the UBA National Coordinator and duly signed by the Head of the Institution with the seal. Scan the document and attach in the support query, click Send. The villages will be changed after verification of the documents in due course of time.

Q 24. How to change the UBA Coordinator?

Ans. Please raise your query on the Support portal at UBA website (blue coloured tab, near to the scroll bar on the UBA website) with the following requirements.

Ans. To portray the status of higher education in the country, the Ministry of Education (MoE) has endeavored to conduct an annual web-based All India Survey on Higher Education (AISHE) from 2010-11. The survey covers all the Institutions in the country engaged in imparting higher education. A unique code is given to every institute, which is called AISHE Code.

Q 28. How to resolve the Invalid AISHE code issue?

Q 34. What are the Aspirational Districts? Are there any special provisions under UBA for Aspirational Districts?

Ans. Aspirational Districts are those districts in India that are affected by poor socio-economic indicators. These are aspirational in the context, that improvement in these districts can lead to the overall improvement in human development in India. There are a total of 115 districts identified from 28 states as Aspirational Districts, at least one from each state. Q 35. Is there any Credit Framework for Internship under UBA?

Q 36. Is there any UBA course available for students?

Ans. The University Grants Commission (UGC) as a Subject Expert Group (SEG) on “Curriculum Reforms and Educational Institutions Social Responsibility” has approved a curricular framework and guidelines for Fostering Social Responsibility and Community Engagement in Higher Education Institutions in India. Q 37. Is there any appraisal available for faculty members working under the UBA programme?

Ans. Yes, there’s a provision for faculty appraisal under the UBA programme.

Q 38. How are students benefitted by enrolling themselves into the UBA programme?
How can students be motivated to get themselves enrolled under the UBA programme?

Ans. Since most of the work in the villages is done by students, so every Participating Institution enrolled under UBA is authorised to take necessary steps and actions to encourage, motivate and connect students to work progressively and collectively to achieve the ultimate goals of Unnat Bharat Abhiyan. Institutions can provide special credit scoring to UBA students, can issue certificates and organise various activities to inform students how they can help in the nation’s Capacity Building by working under Unnat Bharat Abhiyan.
For example, with efforts done by IISER Thiruvananthapuram (RCI, UBA) all the Institutions affiliated to APJ Abdul Kalam Technological University will be eligible for awarding activity points, similar to NSS volunteers. Click for more details.

Q 39. Whether institutions enrolled under UBA ranked under National Institutional Rankings?

Ans. Yes. The ranking parameters for ‘India Rankings 2020’, under the National Institutional Ranking Framework (NIRF), have been revised by the Centre to include Unnat Bharat Abhiyan as metrics for participation in government projects.
Also, Unnat Bharat Abhiyan will be a Key Indicator (KI) under NAAC accreditation.

Q 40. What is UBA 1.0 and UBA 2.0?

Ans. UBA 1.0 or UBA Phase-1 was the Invitation Mode in which Participating Institutions were invited to be a part of UBA. Here’s the list of 143 participating Institutions selected in UBA 1.0. Whereas UBA 2.0 is the Challenge Mode of Unnat Bharat Abhiyan programme where all Higher Educational Institutions are required to willingly adopt at least 5 villages. Currently, Unnat Bharat Abhiyan 2.0 Mode is going on.

Section 2: FAQ related to Subject Expert Groups (SEG)

Q 1. Where to submit the SEG proposal?

Q 3. How to find out the sample copy of the approved proposal?

Q 4. How to know the status of the SEG proposal?

Q 5. Where can I find details of all SEG projects sanctioned under UBA?

Q 7. What is the maximum duration of a project?

Ans. SEG project has to be completed within 6 months from the date of the receipt of funds.

Q 8. How many projects can a PI work on at a time?

Ans. A PI can work on maximum three sanctioned projects at a time. NCI will consider other proposed projects from the respective PI only when the PI has submitted the final project completion reports of the sanctioned projects along with the Utilization Certificate.

Q 9. What is the ideal budget for the Project Proposal?

Ans. The cost of the project should be mentioned as per the UBA norms, i.e, Rs. 1 Lakh for Technology Development and Rs.0.50 Lakh for Customization of technology. Proposals having a cost budget more than the mentioned limits will not be entertained by NCI.

Q 10. Can a PI apply for basic R&D projects under SEG-UBA?

Ans. Basic R&D projects should not be considered if technology is already available in the adopted village(s). UBA can only provide funds for implementation or customization of the technology in the adopted villages.

Q 11. Does UBA provide funds for prototype technology development?

Ans. UBA can ONLY provide funds for scaling up the prototype technology that can be implemented in the adopted village as per the requirement analysis. It is to be noted that the proposal submitted by Participating Institutions should have direct impact on the beneficiaries in the adopted villages.

Q 12. How to submit clarifications of the comments from the SEG/ NCI panel on the proposed project?

Ans. PI can submit clarification of the comments here. Please note that the SEG/NCI seeks clarification of the comments on the proposed project within 2 weeks.

Q 13. Can a Participating Institute propose a project for awareness campaigns under UBA?

Ans. UBA does not consider projects related to Awareness Campaigns.

Q 15. What if a proposal does not qualify any of the 12 SEGs?

Ans. PI can submit the same proposal under the Others section of SEG.

Q 16. What is the timeline for approval of the project?

Ans. In total, it takes about *6 weeks time for approval of the project from the date of submission of the project proposal. The time bifurcation is as follows -

Section 3: FAQ related to Regional Coordinating Institute (RCI)

Q 1. Can an RCI be a Participating Institute (PI)?

Ans. Yes, a Regional Coordinating Institution has to be registered as a PI also. And it should have different PI and RCI Coordinators.

Q 2. What is an Orientation Workshop?

Ans. It is an Introductory workshop conducted by all the RCIs twice a year or as per the requirement, for their newly selected PIs. RCIs can also hold meetings for the progress update from their PIs.

Q 3. Is there any Program Schedule Template for Workshops organised by RCIs?

Q 4. How many faculty members can attend the Orientation Workshop from one Participating Institute?

Ans. Maximum two faculty members/Coordinator from one Participating Institution can attend the workshop.

Q 5. Is it mandatory to attend the Workshop?

Ans. Yes, the PIs should be in regular communication with their RCI Coordinator, and hence it is mandatory to attend the workshop.

Q 6. Does RCI/NCI provide any TA/Accommodation for attending the workshop?

Ans. No. The coordinators can incur the expenses from the Seed Money of ₹50,000 given to their Institution after registration in UBA.

Q 7. What if a Participating Institute misses the orientation workshop?

Ans. A valid reason MUST be provided by the Participating Institute (PI) through an official email to the respective RCI and National Coordinating Institute (NCI) for not attending the orientation workshop. If for some valid reason a PI was not able to attend the orientation workshop, they will be informed to attend the next workshop in their nearby region.

Q 8. What is the financial support given to an RCI under UBA?

Ans. The proposed funds are ₹10 lakhs per RCI per year. The RCI shall be centrally supported as well as they can raise their resources for UBA as needed.

Q 11. What is the Quarterly Progress Report of RCI?

Ans. It includes the compiled progress report of their respective Participating Institutions as well as the progress made by RCI in a quarter. All the reports of PIs should be sent in a compiled format to the National Coordinating Institute (NCI) and should be uploaded through RCI Login.

Q 12. Where can an RCI upload the Quarterly Progress Report?

Ans. The RCI can upload the Quarterly Progress Report by visiting the Reports section through RCI Login.

Q 13. Can an RCI upload Media Appraisal?

Ans. Yes. RCI can add media appraisals by visiting the Media Appraisal section through RCI Login.

Section 4: FAQ related to Participating Institutions (PIs) & FAQ related to Utilization Certificate (UC)

Q 1. Where can we find our respective RCI?

Ans. You can find your respective Regional Coordinating Institute here.

Q 2. What is Letter to DC?

Ans. It’s the letter drafted by the Participating Institute to the District Collector to inform the authority that your college/institution is adopting a set of villages under his district under the UBA programme. Click to download Letter to DC format.

Q 3. What is the Mandate Form?

Ans. The mandate form is the form where the Participating Institute (PI) can fill the institution’s bank details for fund release / monetary transaction. This account should NOT be made by the name of the person; it can only be in the name of the college or the designation. Click to download the Mandate Form format.

Q 4. What is seed money?

Ans. Seed money is the baseline fund given to PIs to spend as the general expenses for the survey and short term awareness programmes in the adopted villages.

Q 5. When can we get seed money after joining?

Ans. After selection, it can take 1-2 months’ time for the money transfer as per the mandate form.

Q 6. Is it possible to give honorarium from the seed money?

Ans. No.

Q 7. How to Unlock the adopted village/ how to add household data or re-access the data of the village once submitted?

Ans. Please register your query on the UBA support portal for unlocking the adopted villages.

Q 8. How to upload GPDP?

Ans. The GPDP can be uploaded through PI’s dashboard. Also see the GPDP report format.

Q 9. How many village survey forms can be uploaded?

Ans. Only one village survey form can be uploaded for every adopted village.

Q 10. How to conduct household surveys?

Ans. In the case of a village having more than 200 households, it's not mandatory to do the survey of each house of the adopted village; the institute can go for random selection of the houses according to the variation at least. Try to cover up some points mentioned in the Household Survey Form by interacting wisely with the people through organizing various events and meetings. It is advised to take the help of a PRA expert if required in delicate areas.

Q 11. How to know that institute has been selected to become a PI?

Ans. You will get a welcome kit from National Coordinating Institute (NCI) after verification and approval from the MHRD. Please check the registered email ID on a regular basis after registration.

Q 12. How much time can it take after filling the form of UBA to join and getting selected?

Ans. The approval process from MHRD might take 2-3 months of time.

Q 13. What if District Authorities are not supporting?

Ans. Please show this Letter by MHRD to the District Authority. In case the problem persists, without any delay please address the issue to the NCI at unnatbharatabhiyaniitd@gmail.com.

Q 14. What type of work is required in villages to be done under UBA?

Ans. Registered institutions, please refer to the Guidelines given in the Welcome Kit.

Q 15. Can an institute adopt villages in different districts?

Ans. The institute can adopt villages in different districts, having provided to submit the Letter to respective district administrations to the NCI for verification.

Q 16. Is the UBA cell important to be opened in the institute and village?

Ans. Yes, there should be a UBA team to work within the village and villagers should be well aware of that UBA Cell. The UBA Cell at the institute will help in the coordination and execution of the various projects being planned under Unnat Bharat Abhiyan. The UBA banner gives support in the execution of various UBA activities in the adopted village and a particular place will give the institution the authority to be a part of the village.

Q 17. Can we have a bank account for crowd-funding within our institute?

Ans. No. Only the villagers can have a bank account as Self-Help Group (SHG).

Q 18. Do we need to open a separate account for UBA?

Ans. It depends on the Participating Institute.

Q 19. Can I change my RCI?

Ans. It is not possible to change the RCI as the PIs are allotted district-wise to RCIs. Any serious issue can be discussed with the NCI.

Q 20. How to utilize the UBA funds?

Ans. The fund should be utilized as per the Guidelines of Fund Utilization which is also given along with the Welcome Kit.

Q 21. How many types of funds are available under UBA?

Ans. Seed money, Perennial Assistance, Appreciation Funding, and Technology Development or Customization.

Q 22. What to do if I have not received any account activation link through the email?

Ans: Please register your query on the UBA support portal on the UBA website.

Q 23. How to upload Media Appraisal?

Ans. Media Appraisal reports can be uploaded through PI’s dashboard in the prescribed format.

Q 24. How to upload monthly/quarterly reports?

Ans. PIs can upload the reports through their respective logins in the prescribed format.

Q 25. How to publish success stories on the UBA website?

Ans. Upload your story in Other Activities through PI Dashboard. The story will be scrutinized as per the UBA norms and then published on UBA Blog.

Q 26. Can we utilise seed money for awareness campaigns?

Ans. Yes.

Q 27. What type of grant do we get under UBA - Recurring or Non-recurring?

Ans. It is a recurring grant.

Q 28. Where can we fill component-wise utilization of grants?

Ans. You have to fill it in the General Aid through PI Login.

Q 29. What is the Framework of action plan for Participating Institutions?

Q 30. Whether the interest will be generated or not?

Ans. No interest can be generated; if generated then please utilize it and fill the form accordingly.

Q 31. What if the Participating Institute is left with money?

Ans. It is advised to utilize the leftover balance as per UBA fund guidelines and then submit the Utilization Certificate (UC) before the deadline.

Q 32. Whether UBA is providing any grant in Salary from the Seed money?

Ans. No.

Q 33. Can a Participating Institute create any capital Asset with the seed money?

Ans. No. The seed money should ONLY be utilized for surveys, travel, refreshments, awareness programmes and competitions.

Q 34. What is the Sanction Number?

Ans. The sanction number is the UTR number (Unique Taxpayer Reference number).

Q 35. How can I get the date and sanction number?

Ans. The date and sanction number can be asked from your institution’s Accounts department.

Q 36. Whose signatures are required on the Utilization Certificate (UC)?

Ans. Signature of the competent authority (Head of the institution/ Finance officer/ Accounts Officer/ Registrar) is required on the Utilization Certificate along with their respective stamps.

Q 37. Who is the Chief Finance Officer?

Ans. The Chief Finance Officer (CFO) will be the Head of the Institution/ Finance Officer/ Registrar.

Q 38. Should the Utilization Certificate (UC) be audited first and then submitted?

Ans. No audit is required.

Q 39. Do the bills need to be attached to the UC?

Ans. No bills are required, only the Statement of Expenditure (SOE) is to be given according to the money usage. Bills SHOULD BE kept in the safe custody of the institute for the next 3-5 years for audit purposes.

Q 40. Till what date can the Utilization Certificate (UC) be submitted?

Ans. The institute should follow the deadlines set by the National Coordinating Institute and submit them whenever asked to.

Q 41. How to send the Utilization Certificate (UC)?

Ans. A scanned copy of the UC should be sent on the email unnatbharatabhiyaniitd@gmail.com and a hard copy can be sent to NCI with the same subject line as per the mass email. The UC and the SOE (Statement of Expense) should be compiled in one document in PDF format ONLY.

Q 42. Is it necessary to attach Annexures in UC forms?

Ans. Annexures are not required, separate SOE (Statement of Expenditure) will satisfy the purpose.

Q 43. Whether we can submit the Utilization Certificate (UC) in the format of our college?

Ans. No, the set format of UC i.e. Form GFR 12A is to be followed.
